Patrick: The new rule for Japan is similar to the EU VAT which is added to the price of your book. The impact is that you have to watch the price you set to make sure it, plus the tax, meet the threshold for royalty rates (75%, for example), and be aware that when the tax is deducted, it will impact a tiny amount on the net amount of royalty you receive. Confusing as all taxes can be, but ultimately unavoidable if you want to sell in that market.
